This happens to me on occasion as a world traveler. Clear your cashe and cookies. People done realize you need to keep it clean I do mine daily. Make sure your bank and credit card are approved for international transactions. I have seen it too many times. Turn off your phone and restart it. Sometimes the bank will block a transaction if it looks suspicious. Eventually the more you try the bank will look at it as suspicious and block the transaction. Make sure you use the Eiffel Tower website. You can call or email them. the only other choice is calling your bank and tell them you are trying to make a purchase. Good Luck.
Can I just go to room of Eiffel Tower missing second floor?

If you want to know whether you can avoid the second floor , I am sure that is possible, as they are separate tickets to the top floor and separate tickets to the 2nd floor
