Residents in San Antonio were recovering after a month's worth of rain swamped parts of the city, trapping drivers, triggering treacherous water rescues, and leaving more than a dozen people dead.

West Virginia has declared a state emergency after flash flooding that claimed at least five lives and left four people missing.

At least six people have died in West Virginia, where flash flooding hit Wheeling and nearby Triadelphia and Valley Grove areas over the weekend.
