A new winter storm will bring snow, freezing rain and frigid temperatures to parts of Texas and the mid-south later this week after Winter Storm Blair dropped up to a foot of snow on portions of the midwest and the mid-Atlantic, forcing federal offices to close for the second day Tuesday.
