President Donald Trump signed an order to temporarily freeze hiring for federal agencies and a mandate for federal employees to return to their offices. It was one of several executive orders signed on his inauguration day.

The U.S. Office of Personnel Management (OPM) sent a Wednesday memo to federal agencies urging them to establish a protocol for President Trump’s executive order requiring workers to report in person.

Heads of federal executive departments received guidance on a civilian hiring freeze from the U.S. Office of Management and Budget and U.S. Office of Personnel Management. It sets firm limits for most hiring by the departments and specifically states that they cannot try to get around the limits through the use of outside contractors.
