Windmill palm (Trachycarpus fortunei), also called Chinese or Japanese windmill palm, is a relatively slow-growing, small, tough palm with dark green foliage and cold-hardy to 5 degrees.

Makes me think of the tall palms in drier, warmer climates like Southern California, Florida and Hawaii. Windmill palm (Trachycarpus fortunei) is by far the most common palm planted in Portland.
