It can't change or modify the data in any way, So, if you have an HDMI 2.0 device passing data to a device that is HDMI 1.3, or vice versa, you will only be able to reliably use the HDMI 1.3 option sets. Try using Intel graphics even though it will only support 4K (3840 by 2160) at 24 FPS. Try update the TV's firmware. HDCP could be the cause.
